What gets published to the extension
A publication snapshot is the verified accountability output — scores, counts, and summaries — built from reviewed material. It is separate from day-to-day workflow rows.
When rewards happen
Reward proofs are optional receipts for eligible governance outcomes. They do not replace publication and are not required to understand politician accountability.
